I have the usb cord to download my ringtones but when I hook it up to my computer it says it can't find the drivers for the phone

Would it be legal to drive in another state with a massachusetts drivers permit? The law in massachusetts is that you get your learners permit at the age of 16 but you have to have a parent in the car while you drive until you are 16 1/2. So if you had a parent in the car and drove into another state, would your driver's learners permit still be valid so long as the state had the same driving age or lower?
