not as bad as being evacuated on easter from a spill causing a caustic cloud ,eating paint off cars an homes , an sitting in your underwear for 12 hours in a high school gym waiting to go home !!!this happened to me an my family in denver 80s

Probably just stupid. As a former truck driver, 4 wheelers take chances around big rigs all the time. The van driver took a chance and lost.
Hey, poop happens. Have you ever been on a road out in the boonies, hit a deep bit of water on the roadway, gotten your brake shoes wet, come to a Tee in road where the right thing to do is to stop and go right or left and have your brakes not work?Have you ever 'floated' across a gully that formed under an over pass, where the powers that be made the road lower about 5 feet so that big rigs could go through and have your brakes fail? The only reason that I got all the way across it was because of the momentum I had before I got to the gully. Fortunately I didn't have to brake right away that time, and got them to working before I really had to use them.Accidents happen, no matter what.
