Yes, we can change what we pay for oil.... it's basic supply and demand. Increase the supply (drill in ANWR, offshore, and build refineries) and decrease the demand (more fuel-efficient cars available at low prices, look into nuclear, nat gas, hydroelectric, wind, etc. energies when they economically prudent.)
