I do believe that it is so. I used to arrange for folks to go on business trips when I worked and if one of the guys was under 25, the other had to rent the car in his/her name.
When you rent a car with most company's you need to be at least 25 or there will be additional charges, but when renting a moving van or trailer it usually isn't an issue

There are a few ways around this extra fee, however.1) See if there is a rental car company near a university around your area.
