depends on how the women is built. because some skinny girls have huge boob which makes them weigh more then skinny girls with smaller boobs...
i'd say if your clothes fit you so tight your skin is sticking out NO bulging out you shouldn't be wearing that item of clothing anymore..

If she is in anything and it makes her look like a muffin, bikini bottoms with fat spilling over them, then she shouldn't be doing it, but you have to remember some people don't own mirrors I am sure of it, because when I go shopping I see some people that should never have left their house in what they are dressed in ;)
