Perhaps if we knew what type of information you want to try and obtain we may be able to get you to the right place. Your questions are too general though, sorry. I think what you have been saying is that you just want to be able to put this guys name in a site somewhere and be able to get what ever information you want. Sorry the internet does not work that way. They only people who can do that is the government, and even with them it is very questionable as to whether or not it is legal, but that is another whole subject. What information is it that you think you need on this guy, that you think can help you?

They hack into a system. Also known identity theft.

You are not legally allowed to submit a background check/investigation on anyone unless you have written consent. You can locate the owners name of a business, the location and phone number for the business, however further investigation may be illegal. Hence my suggestion of hiring a lawyer. If he is stealing your clients you are loosing money. If you hire a lawyer and stop him, you'll be paying out but in the long run you'll gain that money back. Follow?
