Outsourcing happens when the cost of outsourcing is less than the cost of a full-time benefitted employee. It happens in most services businesses sooner or later. The cost of health insurance, retirement benefits, vacation and sick days, disability, etc., etc., often makes outsourcing quite an effective economizer....and that doesn't even take into effect that much outsourcing is done overseeas where labor costs are often 1/3 that of the U.S.
