Put up a mirror and talk looking straight at your eyes. Assume that the other party is watching you and act what you pretend to be, yourself or otherwise, it does not matter. What is important is to get passed that phone interview and get a real face to face interview where you can elaborate more if need be. Remember all is fair in love and war (including phone interviews).

Only state the facts needed for the interview be confident and understand what a open ended question is vs a closed ended question and most of all believe in yourself

Classic:

Make sure you are genuinely happy and excited to speak with the person on the other end.
Believe me, they will know if you are smiling or not.

I used to teach a professional development class...besides the obvious, make sure that you dress up for the interview even though it is on the phone because it gives you self confidence. Do not interview on the phone with your pajamas. It is a natural human being thing that we act and talk according to our appearance, believe me...
