It could possibly be a short in the wiring going to the accessory adaptor. If you are using accessories, I think that an accessory such as a charger, that has a problem of its own could be the cause of blown fuse or drain the car's battery too.
Don't think so. What does the car do, Turn over, nothing, clicks or what. The Cig lighter is usually on a circuit of its own.
