The closer the tank is to empty, the lesser the total weight of the car is (assuming everything else is same). That would theoretically mean better mileage. But in practice, the mileage gains is too trivial to be noticeable. Running the engine in the economy zone, proper gear change, and revving no more than necessary will be more notieable.
