On Christmas Eve through Christmas day Santa doesn't need a passport or a license. Everyone expects to see him and his reindeer. That's the only day he doesn't need one. There is no exception on any other day. That's why he stays at the North Pole all year and because he doesn't want to be seen. He doesn't need to go anywhere he has everything he needs.
