I have to respectfully disagree with your sentiment Penny, I have been working in the auto industry for 28 years now and I can tell you I have repaired many sidewall leaks using a boot and a tube, the tube will hold the boot in place and the air inside, ALL speed ratings are gone and the tire is effectively useless except as an emergency spare, it will get you off the road and on the way to a shop to get a replacement in a heart beat.
As I said, "it's a blow out waiting to happen" and as you said "effectively useless" so there really is no disagreement on this one. I own a semi and haul in and out of landfills, I know tires, I better, I spend thousands of dollars on them annually. Far better to buy a used one for a few dollars and keep that in the trunk than it is to risk your life. You have a spare or you don't, they don't get tubed on the side of the road so you were already at a shop and making this decision. No brainer.
You can put what they call a boot in it (special patch) and then put a tube inside the tire and use it for emergency purposes but don't trust it for any long term use.
No. There's way too much flexing and twisting of the sidewalk to risk your life on a tire with a puncture not in the thread area, which is belted and can be patched. And imagine you sell the car and the next person doesn't know that tire is unsafe.
