I think there is. How can we expect them to contact us first especially if they are pretty similar to humans, we havent even sent a human past our own moon, let alone any other planets in our solar system. And even if they do have the means of space transportation, there is a lot of ground to cover out there, and what are the chances that other beings happened to send there Exploration craft in the right direction the first time.
And then there is the possibility that the identical planet has not evolved any "intelligent" life forms similar to humans. It could be just a bunch of wild animals living there for now.
Just dont lose any sleep over waiting for something to show up though.

I don't think there is a planet that is exactly like eart - just like I don't think 2 people are exactly a like and that includes identical twins. I think there are planets out there where man can survive. It may have to be in a conatined are.
