If it works. They cannot even reprehend half of the bank robbers caught on tape. How are they going to catch isolated terrorists? If I see one I will flip it the bird and scream tax dollars well spent.

No in fact they seek any type of attention through what ever means available it help to spread panic and gives them greater visibility in the public eye. Exposing them to there piers for what they really are and giving them less media time would do more, such as not naming the group responsible and/or no video footage of damaged area might be a good start.
