If you want to get serious, call animal control. They will come and politely inform the neighbor of the correct way to walk their dog and clean up after them. And the officer won't tell who reported them.

I had the same problem with my neighbor. In my situation I live in an apt. and their puppy would be let loose outside to poop right next to my door. After asking them to clean it up nicely three times, I took action. I collected all the poop in a bag and placed it next to their door step. It worked after about two times. It is your option whether you want to empty the bag on their doorstep or leave it tied! I would suggest asking them nicely a couple of times first that way they have no reason to get irate if you need to leave it at their doorstep.

politely ask your nieghbor to please keep their dog out of your yard or clean up the mess it makes on your lawn. its your yard you have rights as a citizen, exercise them: )
